I Would Like To Build A Website, But Where Do I Start?

I want to build a website that would feature my personal translations of the Grimm’s fairytales.
I don’t know anything about building a website, much less managing one. I would prefer a low cost server that’s fairly easy for beginners to use.

    why?
    -sitebuilder tools
    -easy to use
    -free
    -the only things are they add advratising and .webs.com at the end BUT!
    -i make CUSTOM templates i and know how to get rid of advratising
    aionexpertsystem.webs.com is one of my works. COMPLETELY CUSTOM and the owner doesnt know ANY html
    haha!

    I think webs.com is as simple as it can get when you are creating a website. But if you want something that friends and join on and chat use ning.com
    I use both and they are fun! Hope i helped!
